Problem is high damage condi builds are also the tanks

High damage condi builds are also the tanks in pvp. Condi-bunker weaver and revs for example. This really needs a rebalancing because it is a high reward-low risk situation to play these type of builds. In addition, a lot of condi skills do not even need to hit the target directly to inflict high damage. It is just aoe 360 waves of damage whether on the ground or just emanating from the player. It's not fair to fight against. And it simply just isn't fun.

I’m all for cutting down sustain as a response to high damage condi bunker. The way I see it, Condi isn’t a problem if they have only above average sustain.

 

But there are outliers. The sustain on a couple of builds or professions is too high. Condi ramps up so it just is the meta where bunkers are too strong. Reduce the bunkerness and you make Condi much less oppressive.

Condi builds are tanks because they are meant to be tanks. The damage is low and needs a ramp up. The compensation is more durability to be able to apply enough damage to be able to kill an encounter.

 

You counter any of these builds with burst and cleanses. If you still run a direct damage bruiser build, you must have missed the latest patch. This playstyle is not viable anymore because you will either become outsustained (stalled fight) or outdamaged (you die first). You play either full burst (as many damage modifiers in your build as possible while maintaining some necessary defense) or a durable condi build ... or a healbot like firebrand.

 

It is true that the variety of viable builds is quite low at the moment. Some mechanics are useless now (like corruptions on power necro) because investing in raw damage is superior.

Yet it is IMHO currently easier to play a Berserker amulet core Engineer than a condition damage core Engineer. When you play a core condition Engineer you're neutered by many builds. The damage you do is harder to land (Bomb Kit is PBAoE, Flame Thrower is still clunky and focuses on one condition) or doesn't stick at all (too many cleanses still).

 

If your problem lies with a couple of specialisations, as it seems it is, then please point those out specifically in your title.
