This is for EU I think the prime time is Sundays-Thursdays between 4pm and 10-11 pm And weekend mostly 12 pm to 2-3 am (it goes into the late night) Everything else should be offhours but not guaranteed. Off hours are any hours that you do not normally play the game. It is regardless of your timezone/work shift/ etc. People want to punish other people who do not play the same hours as themselves.
