Check out the 'Knight of the Thorn' quest. It's not exactly free but It's relatively cheap and you don't need a crafter. Also, you can reset the stats for a bit of LWs3 currency AND, you can turn it into a staff or scepter later if you need/want to and still select new stats for those as well. I can't recall off the top of my head if there was a HoT specialization dagger but if you have a Ranger you can easily get one by completing the Ranger PoF specialized collection. Fractal still requires a lv500 weaponsmith for the grandmaster marks. WvW also requires grandmaster marks but you can get the three you need for a weapon through the skirmish chests after 10 weeks assuming you finish at least gold every week. The PoF one you can get as a choice drop at some point in the story as well or from the TP as @"Khisanth.2948 said (I got the axe on my druid but that one is required from the Mirage collection.)
