Usually Releases drop around 9am, but sometimes later in the morning, or even afternoon. I'm not sure a Release has ever happened before 9am. The real question is when will it be usable. For example, the last chapter dropped, as normal, about 9 am their time .... however the first instance was messed up and very few people even saw the new map for a day or so. I generally do not worry about it until a few hours before reset. Which also happens to be about the time those of us on the east coast of the US are headed home so it is perfect timing. Only but so many times we need to keep answering this question when it's the same every time. ANet operates out of Pacific time zone, and usually does its final checks first thing in the morning, then pulls the trigger not long after so Support can be ready for the flood.
