Next WvW special week idea: no downstate and 25% to max health/15% damage

An idea I had for next wvw week where everyone would get a universal buff that grants them 25% bonus health and 15% to damage. But with downstate to compensate (and just because no downstate is better).

I'd rather it be 3 tiers, with a different bonus health percentage for each size health pool.

If you're going to introduce a "more HP" week, give everyone an equal vitality boost. No sense on screwing over the classes with 11k to benefit the inherently tanky classes with 19k. They're already doing that with some of the runes.

I'd be all for a trying out a week (or even a weekend) that gave _everyone_ 10k more health but halved the effectiveness of healing.
