well no, a PTS is more than just a way to test bugs, it's a way to filter out bugs for upcoming content and to find mistakes the devs otherwise missed.

games like STO and WoW have a PTS and it serves them well, they have free testers with plenty of eyes finding bugs that would otherwise take weeks to find and the players can experience new stuff before it gets to the live server.

it's a trade off that serves dev teams very well, your experience is quite from a game that doesn't really has the most positive community.
