Legendary tier items

Because GW2 is intended to be a game with very little vertical progression (increasing stats) and instead uses horizontal progression (optional things like cosmetics and new stat combinations) as long-term goals, so players have more freedom to choose what they want to focus on instead of being required to play certain things to get the stats they need for the stuff they actually want to do.

 

When the game was first released legendary weapons were all exotics, and they were absolutely identical to other exotics in every way except the skins. When ascended weapons were added they were upgraded to ascended and the stat change ability was added because Anet were promoting ascended weapons as a long-term goal in their own right, so making a legendary and then starting on a new long-term goal to actually get the stats you wanted wasn't appealing to players.

 

But they've never been intended to be any better than other weapons in any way except their appearance.

Only as far as inventory management goes. You can change ascended armor/weapons in the forge or craft multiple sets at the cost you paid for the Legendaries.
