whats up with symbolic power + permeating wrath?

am I reading this right? does it do an aoe burn every 1.5s w/ symbols now with these two traits or am I trippin?

Much faster than every 1.5s

 

F1 causes burning every 5th hit, with permeating wrath it causes an aoe burn every 3rd hit. It works on a counter system, every hit is a +1. On the third or fifth hit, it burns.

 

Symbolic power doubles the value of every symbol tick from 1 to 2, and scales with targets. So if you hit 5 targets with a symbol pulse it counts as 10 hits or 3 PW activations.
