There is some evidence in regards to items in game such as Menzies Agony and Menzies Fate. That Menzies is now deceased or at the very least in a defeated state. This may have led Balthazar to lead his campaign against the Elder Dragons as there were no more large objectives for him to conquer. Menzies shadow army is still around as shown in pieces of the Fissure if Woe in Dragonfall, which may just show this army being leaderless. That said, there are hints in both Path of Fire (specifically Night of Flames) as well as from dev comments that Menzies is dead - even ignoring The Fate of Menzies weapon - as the main reason why Balthazar wanted to fight the Elder Dragons was because he was 'bored from idleness'.
