They're probably decided on by management levels or NCSOFT themselves and we wouldn't have any idea who they are or any way to contact them. Generally speaking we used to get any info on those via their community liaison (Gaile Gray) or the security lead (Chris Cleary). Neither are at Anet anymore and Anet doesn't respond to communication requests now. We also no longer know if they even have a Game Director any more (last we heard they did not). The example you posted has never been updated so would be the same as it was I'd imagine. They are only ment as information for players as to how the studio sees different issues and policies and how certain broader topics, not as clearly named in the EULA or TOS, will be handled. We can only speculate as to who came up with the exact policies, but chances are high it will be higher ups kn either NCSoft or Arenanet or both. Yeah thats a bad example of me, that wasnt a discussion thread for a policy just a example of an policy and who makes them. If you want to know if something is decided by NCSoft then ask yourself if it is something a shareholder/owner primarily concerned by profit would care about. Did you want to dispute a policy? Not sure what that might accomplish, unless it was something you were actioned for, and if it is, then the CS Team is who you would discuss it with.
