We build labs underwater because it's convenient for our research. We invented subaquatic resperatory apparatuses to begin with. We also have labs built high above the clouds because research calls for it, and it's always a safer bet having the necessary ingredients and elemental energies close by your laboratory. Efficiency! The need to invent crutches that allow the race to survive in the water is a pretty solid indication that they are not a naturally aquatic species.
