make Sigil of Energy 10% passive endurance regen

Swapping weapons is boring but you'd rather have a passive effect on it? Is that more exciting?

That would be a nerf to the sigil. You would be losing 5 endurance in that time interval at the very minimum. In some scenarios it just becomes useless because of endurance regen cap. It also reduces the amount of burst that can be achieved. It also makes it less interesting for non-DPS uses.
