As my sad computer has aged with respect to the effective system requirements, targeting issues have increased. The routine that updates to a new target can lag resulting in an old target (or no target) getting the next attack. Not exciting when those damage numbers never appear. Anyway, this is not nearly as much trouble as some future attacks stacking in a multi-seconds long queue while others interrupt a pending attack and others being impossible to interrupt. There is the "Allow Skill Retargetting" option. Having it on is useful for things like necro axe 2 or mesmer scepter 3, basically anything with a longish channel time but doesn't cleave.
