... It's gotta be Rohan the Penitent, right? Think about it: Every legendary we've ever made requires 100 icy runestones, they cost 1g each, and this guy has the market cornered. There is no other way to acquire them but to buy from him. He's gotta have made billions of gold by this point, right? Could any other NPC come close to his bank? Possibilities:

 

1. If you count TP fees, Gnashblade might take it, but the Black Lion Trading Company is a whole business. Who knows what his overhead it? Rohan just sells you some frozen rocks he found

 

2. Drooburt might give him a run for his money. He gets less per player, but more players pay him more often. Most players don't give him anything past the AP cap, though.

 

3. Who gets our WP fees? Some Asura? A group of Asura? Shouldn't we know this by now?

Isn't the asura run by a consortium? I assume they get all the gate fees.

I think the waypoints are owned by Rata Sum as a whole, and operated by representatives of the city. Same with asura gates (which in lore are even more expensive than waypoints - as a way of justifying why NPCs don't use them all the time). And like the TP we don't know what the operating costs are so it's hard to say how profitable they might be.

 

I agree that Rojan the Penitent might well be ahead of them. We don't know where Icy Runestones come from but they appear to be something he either found or created, so the cost is likely to be mostly time, and he sells 100 for each legendary weapon created. although Zoromos is in a similar situation with the Mystic Forge.

 

Hmm...what if Rojan and Zoromos are working together? Zoromos creates the Icy Runestones, supplies them to Rojan, who sells them to adventurer's to throw into the Mystic Forge (right back to Zoromos) to create Gifts to make legendaries?
