Well they have just told us that the loadouts-that-are-called-here-templates will be fixed next year. So I wouldn't expect any balance patches before 2020 either. We have had potential changes before then followed by the upcoming changes that contained the iterated potential changes. I also wouldn't consider them small tweaks as well as since these are only potential changes the patch will contain other , not mentioned, balance changes. The list is not exhaustive. They also need to make sure that these "small" changes are inline and cohesive with their larger plans overall. Considering the somewhat large shift in balance direction due to change in team and design paradigm the longer time frame doesn't seem unwarranted.
