Have you maxed out the Skimmer mastery prior to this? I don't think you will receive the letter if you haven't. P.S. Wiki says that in some cases the letter won't get sent, but you can still activate the achievement by simply talking to her. If that worked for you, I'd say forget about the letter.

Besides the many helpful tips already posted on how to weaken the damage, you can also use the mechanics to your advantage: dodge the growing orange circle before it explodes, stand in the safe spots in between AoE markers (e.g., the one that's right under Ryland's feet), get behind him when he triggers his AoE cones.
